Starlink satellite internet service is currently still in its Beta testing phase, and so it is currently only available to customers who have signed up for the Beta by pre-ordering service and getting their name on the waiting list. The only way to know for sure if Starlink is available to a location is to try to sign up on the Starlink website with the address.
While, according to the Starlink website, some customers may receive their self-installation kit within 2 weeks, many customers have been on the waiting list for years and many have a projected ship date over a year away. For now, it is unknown how long it may take to receive service after placing an order, but it could take years for your name to come up on the waiting list.
People on the waiting list for Starlink satellite internet have reported that their expected ship dates have been moved back by years after changing the service address associated with their service. It appears that doing so moves a customer to the back of the line, which can be very frustrating if you’ve already been waiting a long time. For now, at least, if you know you may have to move in the next year or two, it is probably better to choose a different satellite internet provider like Viasat or HughesNet. It is also unknown how long Starlink will remain in Beta, but with around 30,000 more satellites to be launched, it could still be quite some time.
